Consultancy services for providing technical assistance to the Agency for State Roads (ASR) for Local and Regional Roads.

Project implementation period: September 2011 - Ongoing

The project consists of two components:

Local Roads Component:
Review of local project documentation provided by the ASR,
• Locating the European standards and specifications for the component of local roads,
• Preparation of standard criteria for design and specification adequate for the durable road pavements for use of local roads with low frequency of traffic that would be used by the Agency as guidelines for municipalities to prepare their sub-projects for their municipalities.
• Preparation of standard documents for procurement in accordance with the rules of the EBRD.
• Site inspection in all 84 municipalities and verification of project documentation with the location conditions
• Preparation of specifications, bill of quantities and costs estimates to define the budget for tendering per lots
The intention is to finally provide standard documentation that ASR would use in guidelines for the municipalities to use when preparing their sub-projects and tender documentation in order to simplify the review of contracts and tender evaluation.

Regional roads component:
The Contract for consulting services provides for the consultants to supervise the performance of contracts for 8 sections in accordance with the FIDIC rules from 1999 as soon as the work contracts are awarded.
